Dashboard sync occurs only under explicit conditions.
Sync happens when:
The developer has enabled dashboard sync in settings
A sync-capable action is explicitly triggered
Required configuration is present
There is no background or automatic synchronization.
If dashboard sync is disabled, no sync occurs under any circumstances.
